The Files app cannot easily merge PDFs, and most apps want a subscription. In Safari, our in-browser merger combines PDFs from Files or iCloud Drive at no cost.

How to do it

1. Open Merge PDF in Safari.
2. Tap Choose Files › Browse and select PDFs in order.
3. Tap Merge and save merged.pdf to Files.
